All is well, phone is not locked
Received the new Moto G7 Power within one day, all was exactly as described, and so far is functioning perfectly. After 14 hours battery is still at 75%! I'm writing mostly to say that the phone was most certainly not locked, despite a previous review which claimed this and gave me some pause before ordering. Recommended purchase.
