Updated October 2016: A year later including heavy usage, and lots of washing. Plus lots of running and play in rainy western Oregon and this vest is still going strong. A friend made a sweater for her as a moving present and in the real cold I layer it, and it works great. She's also now 28lbs (but still long and lanky) and the XL still fits great. In fact I just ordered another one, and I'll probably order a third (my dog has so little body fat she gets cold terribly easy). It is both affordable and well made. I recommend them to all my friends with small dogs. My dog is weirdly shaped - she's long and lanky, 22lbs. At her chest she's 22" and her neck is 15". I bought the XL for her and it fits pretty well. It drifts off her neck some, but that's okay. I definitely need to get her something warmer for winter, but this should work for fall and spring in the Willamette Valley of Oregon.My one concern is the leash holder on the back, I'm not sure how well it will hold up. I have concerns that if she tries to take off quickly, that the fabric will rip.
