Wow this was perfect!! I avoided the fees on Spirit!!! This counts as a personal item, not a carry on. I did not try to put it under the seat though on either flight. I still put it in the overhead. I fit so much with vacuum sealed bags. It was great quality and packed to the Max for my trip to Mexico. The handle was a great height and perfect. I loved how many pockets there were!
