Here's one way to fix the overflow problem.
First of all, I really like this rain barrel. But other comments are right, a garden hose size fitting is way too small to serve as an overflow.
What I did was drill a hole in the side of the barrel and ran 2-inch PVC pipe into it. Inside the barrel, the pipe takes a 90-degree turn upward and ends at whatever height you want the water level to be before it starts to overflow. The output then goes to the sewer or flexible tubing or wherever else you need it to go. Mine feeds into a length of flexible downspout that runs away from the house a few feet.
If you want to use larger pipe, go for it. You can drill the hole at whatever height is convenient for you. The PVC is sealed with waterproof silicone caulk. Hope this helps.
