How can I charge my cell phone faster?
It depends on the phone, battery, temperature, cables and charger.
But here are a couple of data points using the iClever 24W Dual USB Travel Wall Charger charging the Nexus 5 phone made by LG.
The Nexus has a 2,300 mAh battery.
There is a clear advantage using the iClever charger over the LG charger that comes with the phone. The charge increased on average 1.41% per minute from 1% to 94% charge level using the iClever and only 1% per minute using the LG charger. So it takes 66 minutes vs 93 minutes respectively or 41% longer using the LG charger.
The increase in battery charge is not linear. You get the biggest bang for the buck up to around 80% charge where it only took 45 minutes from 1 to 77% giving you 1.7% increase in charge per minute using the iClever vs 1.1% per minute with the LG or 69 minutes.
Old wires can cause problems if they are too thin or there are worn or loose connections. To avoid problems I bought a new set of cables iClever 6-Pack (1Ft, 3Ft, 6Ft) Premium High Speed Sync/Charge USB to Micro USB Cables, Black.
I used the 3 foot iClever cable for the test and the cable that came with the phone with the LG charger.
The bottom line is that this charger can get your Nexus 5* phone charged over 50% faster (up to around 80% charge) compared with a stock charger.
* The new Nexus 5x phone Tech data has just come out. I expect it to be even faster with the stock charger.
Based on charge rates from Google using their USB Type-C charger that comes with the phone you can expect an even 45% faster charge. But if you don't want to upgrade phones this iClever charger gives you a good bang for the buck.

I measured the idle energy consumption, that is when the charger is plugged into a live outlet but not charging the phone(s).
The good news is that if it is using power it is so low I can not measure it. In other words I am getting a zero Watt reading using an Aeon Labs Smart Energy Switch.
That means you can leave the charger plugged in all the time without wasting energy.
Charging one Nexus 5 phone it was consuming 6.5 Watts.

Conclusion: For all practical purposes, the charge times are similar. Expect approximately 1 hour and 35 to 40 minutes to charge the Pixel phone from 12 to 100%.
NOTE: The % charge indicator on the Pixel phone does not have decimals.
The Pixel has a 2,770 mAh battery.
Stock Pixel Charger
12.5% to 100% 94 minutes total time
Charge level was most likely around 12.4% when I started because it immediately changed to 13% (which can be expected when the charge level reaches 12.5% thus rounding the display up to 13%)
Iclever
13 to 50% 29 minutes
13 to 60% 37,5 minutes
13 to 70% 47 minutes
13 to 80% 58,25 minutes
13 to 90% 70.25 minutes
13 to 100% 101 minutes
Notice, it takes 5 minutes longer with the iClever charger than with the Google Pixel stock charger.
Also notice the last 10% charge from 90 to 100% takes half an hour whereas a 10% increase earlier during the charge cycle takes "around" 10 minutes or thereabout for a 10% charge.
