What you do is you turn on the iron, let it heat up. The tin contains a compacted powder; when you stick the soldering iron in, it will melt the powder and cause it to bubble and coat the soldering iron's tip, leaving a silver sheen. Now, when you try soldering, it will make the iron much easier to clean and better at managing the solder. It also prolongs the life of the soldering iron itself.
