I bought PE back in 2015 and when I first contacted amazon I went through their chat feature. Don't do that, those people are rude and don't know what they're doing. I told him their site says the app will be free if I'd bought the PE version before 12/19 and he kept insisting that I bought the kindle version, not the fire tv version. Well duh, that was the only version until Dec 2016. So I got frustrated and called customer service. Always do this. The representative I talked to knew there was only the one version until recently and he fixed it for me. It's supposed to be set up so that when you order, if you had PE before Dec 19, a promotional 19.99 is applied to the order, but that didn't happen for me. Instead I had to purchase it and since the promotion didn't go through, Evan at amazon refunded my money and applied an amazon credit for the 19.99 to my account. I called back this morning to check that I did in fact have the promotional credit and would be getting my refund and all is well. This process is way more difficult than it needs to be, but it can be done.
