Few things are "necessities" for a dustpan to work, but having a lip/front edge that's flush to a flat floor on which it's being used is one. This dustpan is missing that necessity. I got this item less than 24 hours ago and just used it for the first time to sweep up the remains of a broken light bulb. As I swept, I found that rather than the small pieces that remained on the floor in a line in front of the lip of the dustpan (as you'd normally find), I instead noticed large and small pieces underneath where the dustpan had been on the floor. A closer look and I found that the lip of this dustbin is curved up off the floor from the edges to the highest spot in the middle, creating a good-size gap underneath. As the lip isn't flush with the floor, using this dustbin to collect the glass had the effect of spreading it all over the place as I moved it to clean up what had collected underneath following each sweep. In the end, the result the spread of tiny pieces of glass all over the floor.
