This item is garbage. Don't buy. The instructions are simply wrong. They are missing an important step. Below is an exact quote of the instructions: Step 1. Slide wheel onto axle. Step 2. Slide washer onto axle. Step 3. Fit straight part of cotter pin through hole on axle. Step 4. Line up each of the tabs in the hub cap with the slots in the wheel, snap hub cap into place. If you are like me and you follow the above steps exactly, you just bought yourself a paperweight as you should have placed the brake assemblies onto the axel before step 1 and you cannot remove the caps after they are installed as they snap into place. I want to thank this company for wasting my time and causing me nothing but frustration. Amazon should remove this product (as well as the manufacturer) from its website as Amazon should not sell products with known defects to its customers.
