Weights are plastic bags of iron filings. Nothing mentioned in the description. In fact the product photo is deception, looking like separate weight bars.These bags actually pose a significant problem since in order to change each ankle weight by add /removing weights bags, there's an excellent chance for the bags to be ripped open easily by catching the pouch zipper enclosure. Also to note, if more than 2 of the weight bags are removed from the ankle weight, they will easily shift around simply by walking. If I had known the weights were merely bags of sand, I would have purchased a different product.
