My wife and I bought this to organize our coupons--it does nothing of the sort. It does have the noted 13 partitions, but the bottoms of each of the partitions are not sealed. The "expanding file" does indeed have a bottom, but, without the partitions going all the way to the bottom of the file, things become a mess very quickly. Coupons (being made of thin, glossy paper) simply slide to the bottom of their partition and fold under and up into another partition. I do not recommend this at all.
