W. Cleon Skousen, a fringe-mormon who taught the posse comitatus concept that sheriffs are the highest law in the land.
Followers of this interpretation believe county sheriffs have authority over the Federal government. This pamplet is popular with anti-government extremist groups and is the one carried by Ammon and Ryan Bundy during their armed takeover of the Malheur Wildlife Refuge in Oregon.
Constitutionalist sheriffs who believe they have law authority over the Federal Government also carry this particular pamplet.
