Certified how? By Whom? Sure, it powered up but would NOT be recognized by the computer/MyHarmony. Since I have a brand new 650 (which is why I wanted another one for a room with just TV/BRD player) I tried the cable from it as well -- same non-recognition. I guess I am insane, because I'm exchanging this for another to see if maybe I just won the defect lottery with this one. Still, something a basic as being recognized via cable should be a part of a certified refurbished test. This review is about the REPLACEMENT certified refurbished Harmony 650 remote. I thought that perhaps one bad one was in the batch of equipment which Blutek Intl is selling, so I did a re-order of the certified refurbished Harmony 650 -- and waited to return the first try until the second one was officially shipped. And the replacement fails with the same issues -- computer can't find the remote. To be clear, it is actually computerS can't find the remote. Two W7 laptops, one W10 laptop, one W7 professional desktop. All can't connect to the remote. All had the AV and firewalls disabled. Tried every USB port on each unit. Tried with the cable from my new-in-package Harmony 650 I got for Christmas (which is what started me on wanting one for another room) with no luck. I see other people now posting recently they are having the same issues. That says to me that the seller Blutek Intl either is knowingly not refurbishing these and selling if they power up, OR seller Blutek Intl gets them from some bulk processing place which is failing to actually refurbish these units. Either way, buyers should NOT be purchasing these "Certified Refurbished" Harmony 650 from seller Blutek Intl because they DO NOT WORK. I'm just totally sad about this situation and hope sometime there will be a true certified refurbished unit available for those of us budget minded people.
