Measurements are misleading. The measurements for the small bag listed in the description are just that - the size of the bag only. They do not include the wheels or handle. Because of this, the bag is larger and does not fit in the Airline baggage tester for carry on luggage. Even though someone asked if it is the right size for carry on - on a few airlines that accept 24 inch high bags, this bag measures 23 1/2 including wheels and handle. The airlines does not care about the size of the bag, but the entire bag, with the wheels attached, like most people that travel. Most airlines only accept 22 inch bags - again this bag measure 23 1/2 including the wheels and is not accepted as carryon luggage,
