The dangling balls don't break away. The little knob that you see is two plastic pieces screwed together like some neclace clasps. The cords are elastic so they pull and make the balls bounce, which was really fun for a minute. But our cat somehow got the cord wrapped around her tail and when she jumed down, it tightened up and she was hanging there from the top of the tower with the string wrapped around her tail, screaming. The elastic cord cinched rather than breaking away. This happened within 5 minutes after we set it up. I promptly cut that toy off, and otherwise, they seem to be enjoying it. I shudder to think of what might happen to a very small kitten. I couldn't figure out how to contact the manufacturer so I had an online chat with an Amazon rep, and they said they would refund our money and pass on my feedback.
