As a builder this is a no go, you don't rough in electrical that should be completed prior in this price range especially if insulation has been put in walls, shoukd be done beforehand and select foundation w/out proper invvestigation, unless this was a container home. Membrane on roof, what type? This is Ikea budget, maybe 2nd or 3rd generation with more square footage might be consumer worthy.
