Unfortunately, this seems to be a case of intentional fraud. I understand that manufacturers will often defraud their customers by providing a bit less than their advertised quantity. Sometimes because they use weights instead of actual counts. Sometimes because they're intentionally trying to save themselves what is surely much money when considering the number of items sold in total. In this case, I use these rubberbands to affix cards to packages and I was consistently running out of rubberbands and having to order more before I was running out of cards. I know the card count exactly because I make the cards. I was busy and didn't think much of it until it kept happening. I finally took the time to count the rubberbands in the latest purchase. The tape seal was not broken nor was the container damaged at all. There were exactly 231 rubberbands in this container that was supposed to be 400 rubberbands. I know it's just rubberbands, but the fact that it's so blatant and such in your face fraud is really quite unacceptable. Hey Manufacturer in China, Do better. Put the correct piece count in the listing and on the package. Be honest.
