Many people have posted saying they aren't sure why the powder isn't coming out. At the bottom of the cylinder on the back of it under the ingredients list it says "<|open/close|>" - you have to click the bottom segment of the cylinder left to open it. Then remove the cap, lower the clear plastic sleeve, and apply. You will see the dust of the powder as you apply it. Then you click the bottom to the right to close it. Simple.
