A total scam
The claim that the flashlight "runs on water" is absolutely not true. The actual source of energy a metal electrode (probably magnesium), and when the electrode is used up, no amount of water will make the thing work. This flashlight is similar to the Eaton The American Red Cross Blackout Buddy H2O, which you can also buy on Amazon, but for much less money. The Eaton flashlight is advertised as "water activated", rather than "runs on water" - a much more honest representation.
Neither flashlight is cost-effective. A much better source of energy is AmazonBasics rechargeable batteries ($33.98 for 8 AA batteries plus a charger). The batteries keep their charge for years, and can be re-charged more than a thousand times. With AmazonBasics batteries, you could power four flashlights, and they would last so long that you could pass then down to your grandchildren.
