Amazon has made this version Kindle Exclusive - Google Play version works on all devices
Either Amazon or SEGA made an error when uploading the package to the servers. Despite only requiring Android 2.3 this particular version will not run on *any* Android device except Amazon's Kindle. If you purchase it from Google Play, the exact same game runs fine on almost any Android device. But if you purchase it from Amazon, you can only run it on an Amazon Kindle. Unlike other Kindle exclusives though, Amazon does not advertise this fact in the title, instead it has labeled it as a standard Android app.
