Women's small is more like a toddler small. And when they say high rise, they mean they come up so high you could probably get them over your shoulders and wear them as an entire body suit. Only problem you would have then, is they are about the same as panty hose. So unless you decide to rob a bank and need something to cover your face, keep scrolling.
